In 1950 s and 1960 s, project financing began to appear in the oil, gas and mineral projects, these projects used products or future sales of a product as debt guarantee for financing. With the developing of the international financial market, and product financing is widely used in large-scale municipal infrastructure projects, product financing become the main form of financing for economic entities. Because of it has high return on investment, stable expected interest income and reliable large amount of loanable funds, The project finance loan has been favored by the project investors and commercial banks.With the continuous development of urbanization in China, the government continued to increase efforts about transportation, energy and citizens living environment and other infrastructure construction, and actively seek loans from domestic and foreign banks and non-bank financial institutions, mainly based on project loans. Including land reserve product required funds which continues to increase, with increasing the loans levels and efforts of commercial bank, these actions effectively support our country’s land development and municipal construction. But with the increasing amount of loans, loan risk of land reserve project has became increasingly prominent. For example, the relevant government departments of china are not in place on the monitoring of land reserves, the land reserve are based on just a single project financing, China’s overheated real estate market and land market triggered price distortions, the existence of bad loans and other problems caused, make including government departments, commercial banks and project investors attention. Therefore, the study and the establishment of effective risk management methods, explore suitable for China’s land bank project loan risk assessment model,all of these provide a valid reference for China’s loan risk management of land reserve project.This research use “the first project loans of Danzishi Street ramshackle” form Urban Construction Development Co., Ltd. of Chongqing NanFa as a case background and empirical analysis of cases of land reserves for the project loan risk management issues in depth, in perspective of enterprise, through extensive reading about project financing, project management, risk management, land reserves and other aspects of the project loan risk literature, to understand the related knowledge about the type of loan risk of the project, project loan risk management content, land bank project loan risk. By reading loan risk management of the land reserve project from the previous scholars study,found that the previous study of the project loan risk management mostly use qualitative analysis, there are less quantitative analysis to study about the land bank project loan risk management. This research is on the basics of project loan risk management theory and research results at home and abroad, make preliminary identification on project loan risk,and based on Credit Metrics model to analysis and explore land bank project loan risk assessment, and based on risk analysis, with China’s national conditions, to develop a series of risk control measures for China’s land reserve project loan risk management and to provide references.
