Agriculture is the important greenhouse gas emissions source, and fishery carbon emission occupies a larger proportion in agriculture emissions. Therefore, the study of low-carbon fishery has practical significance. Developing low-carbon fishery economy and improving fishery low-carbon competitiveness could make the realization of energy-saving and emission-reduction come ture, as well as improve the efficiency of fishery energy utilization. This paper collected fishery economic output and energy consumption data of 11 coastal provinces in China. Then, calculated and evaluated fishery carbon productivity and Taier index. According to the analysis of coastal fishery carbon productivity influencing factors and convergence analysis, this paper put forward several relevant measures aiming to improve coastal fishery carbon productivity of China.This paper calculates the fishery carbon productivity of 11 coastal provinces in China from 1978 to 2011, and then empirically analyzes their influencing factors on improving fishery carbon productivity. The result shows that the overall fishery carbon productivity increases gradually, but the fishery productivities of the 11 provinces are diverse. Tianjin, Jiangsu and Shandong are the top three provinces in carbon productivity while Guangxi, Hainan and Zhejiang are in the lowest rank. Furthermore, the level of fishery development 0.023), industrial structure (0.438), open degree (0.044) and technical progress (0.760) are the main positive influencing factors of fishery carbon productivity. In addition, there is a decreasing trend of the fishery productivity from the Bohai Sea, Yellow Sea, East China Sea to South China Sea. There is no convergence between four seas.Finally, this paper also proposes policy recommendations on coastal fishery carbon productivity, such as recreational fishery development, developing low carbon farming, accelerating the development of science and technology innovation, the protection of fishery resources, low carbon of aquatic products processing industry, fishery subsidy policy and accelerating the upgrade of fishing boats.
