Resource-constrained project scheduling problem is becoming a focus question about theory and practice increasingly with the rapid development of the progress of the society and economy, the question is asked to optimize scheduling project activities so as to realize the goal of the project under the condition of the logical relation of project activities and limited resource constraints. The research of Resource-constrained project scheduling problem on the theory and practice is becoming increasingly perfect, however, most are focus on one project only. Multiple projects implemented at the same time have generally exist in the current enterprise management activities, these projects share all kinds of resources of the enterprise, therefore, the research on Resource-constrained Multiple Project Scheduling Problem has important significance for the multiple projects management activities of the enterprise. The logical relation and limited resource constraints of a project should be taken into account on the research of Resource-constrained Multiple Project Scheduling Problem, moreover, the relationship between multiple projects should be paid attention. It is to optimize multiple projects shared limited resource constraints to realize the overall goals of enterprise project management activities.On the basis of analysis on the multiple projects management and Resource-constrained project scheduling problem, the paper considered that the scheduling cost would happen in the construction enterprise project management activities and established a resource-constrained multi-project optimization scheduling model considering cost. The objective function of the model is the sum of multi-project construction period delay costs, limited resources idle costs and limited resources transfer costs. The model described each project activities logical relation, limited resource constrains and time constraint and achieve the optimization scheduling solution with the minimum of target costs. The paper designed a hybrid colony algorithm to solve the model and a case study was carried out to demonstrate the effectiveness of the model and guiding significance of the research.
