Henan province, located in central China and linking the east and west, is the hinterland of central region economic development and a major grain producer abundant with various resources. A push to build Central Plains Economic Zone(CPEZ),with the opening of Zhengzhou-Europe international train and implementation of Zhengzhou Airport Economic Comprehensive Experimental Zone plan, carries great chances for economic prosperity as well as pressure on resources and environment. Research on the relationship between land and water resources in Henan and economic development, further analyzing resources endowment and their influence on economy, will contribute to evaluate their mutual effects and make scientific policies to achieve a balance between resources environment and socio-economy and sustainable development.Water and land resources are the production factors and bearing base of regional economy development.With the development and advancement of economy and society, the contradiction between resources environment and economic development of human society is becoming more and more serious. So the constraint of resources has become the limiting factor of economic development. Scholars in many countries are studying the coordinative development of resources, environment and economy. This paper reveals the important role of water and land resources constraints on economic growth, by synthesizing the calculated results of different perspectives. The following are the main conclusions.(1)According to the matching coefficient calculation model of water and land resources, this paper calculates the spatial and temporal distribution and matching quantitative proportion relations of water and cultivated land resources in all prefecture-level cities of Henan province from 1999 to 2013.The results show that, the cultivated land resources in Henan province have a greater advantage than water resources. During the research period, mainly because of the decreasing amount of water resources and the increasing amount of the cultivated land resources, the matching coefficients of water and land resources decline in waves. The matching condition of water and land resources is poor in Henan province.(2)This paper use the improved Cobb Douglas production function model, which regards water and land resources as a factor into economic growth model, to calculate the water and soil resources damping coefficient in the economic growth of Henan province from 1993 to 2013.It reflects the regional water and land resources constraint on economic growth resistance. Based on the time series datas, the stationarity test and co-integration test are carried out by Eviews software. Then regression analysis shows that the damping coefficient of water and land resources on economic development in Henan province. Combined with previous research results, the damping effect of water and land resources declines gradually due to the social development and scientific and technological progress resource.Therefore the share in the growth of GDP become smaller, and the elasticity of substitution resource decreases. The damping coefficient of water and land resources in in Henan province is about 1.58%, which is greater than the national average. The dampingcoefficient of water resources is about 0.40%, and the damping coefficient of land resources is about 1.2%. It indicates that Land resources is the primary limiting factor of the economic development of Henan province.This is closely related to the industrial structure of Henan province which is known as a big agricultural province.(3)By using the coupled coordination model, it calculates the coupling coordination degree between the carrying capacity of water and land resources and economic growth in Henan province. The results show, the coupling degree between water-land resources and economy development system in Henan province is good,and the coordination degree is getting better. The degree of coordinated development in most areas is medium level. Most prefecture-level cities of Henan province belong to the type of water-land resources slightly lagging behind economy. We must pay high attention to water and land resources, which affects the future economic stability and sustained growth in Henan province.
