Rural highway is rural production and living, the backbone of the rural economic and social development. Rural roads in China in recent years, although obtained fast development, but the more unequal status between the provinces points clearly. At present the country governments at all levels from rural roads increase gradually in the construction of "quantity" to add "quality", give full consideration to the broad masses of the people’s wishes, pay attention to the livelihood of the people and justice, and realize the equal area development has become the basic goal of rural highway construction investment. First of all, this paper elaborates the related theory of welfare economics and public products, from the concept of rural highway based on the content, characteristics, properties, namely to narrow the gap between rich and poor, for the purpose of implementing match the economic conditions of the rural road construction, eventually make the rural residents eventually roughly equal rural highway usage; Second equal in order to effectively measure the regional rural highway development situation, this paper puts forward a selection of multi-factor index of multiple attribute decision making method to evaluate regional equilibrium conditions of the development of rural highway, the paper selected the evaluation indexes of both the basic construction of rural highway network status indicators, including rural road network operation and economic development indicators, and using based on g lambda fuzzy measure and fuzzy Choquet integral multiple attribute decision making method for the quantitative evaluation method; Then reuse coupling coordination degree model to determine the current rural roads and rural economy adaptability, equal to measure conditions; Finally using provinces of the nation’s rural statistical data related to the example, and analyzes the main factors influencing rural highway equalization. Results show that the proposed index system and method in this paper can equal a better evaluation of rural road developing situation, for the rural road network development strategy planning, and provide scientific reference for related capital allocation plan.
