In China, the water supplying for urban residents is mainly undertaken by the municipal water supply units. However, for the limitation of water pipeline network, some enterprises and institutions are responsible for the rest of residents, which has evolved into self-supply units. As an important composition in water supplying, self-supply units are playing a vital role ensuring security and stability. It is understood that there are more than 7,000 the self-supply units in Beijing, such as Shougang Group, Beijing Yanshan Petrochemical Co., Ltd., and China CASIC,the largest of the three self-supply units. It has become an important issue by integration of water resources, specification and management of the self-supply units’ reasonability and affectivity, controlling and eliminating kinds of risk in supplying process.Since the management and development of the water supply system in Beijing Shougang Group, one of the largest water self-supply units, holds a demonstrating and guiding significance. This article describes the history of the formation of Shougang residential areas of the water self-supply system, management status and main characteristics. Meanwhile, we use risk management theory and system analysis method to identify the policy risk, water resources risk, water quality risk, operation risk, management risk, technology risk, and management risk in Shougang Residential Areas. In addition, we use Delphi method, Risk Matrix and Borda counting method to make semi-quantitative measurement and divide the risk level. It puts forward measures of controlling and eliminating the risk by enhancing the management, improving the technology, striving for the policy supports specific risk levels, explores the establishment of mixed ownership of water supply companies, and integrates Shougang residential areas water self-supply system.At First, the article introduces the background and significance. We give details based on the urban supply water in Shijingshan District, Beijing and China. Besides, we also analyze the supply water in domestic and abroad to make a conclusion about the existing risk and questions all which needed to be solved. At Second, it defines the situation of the Water self-supply system of Shougang residential areas, in combination with the risk of urban water supplying theory, introduces the developing history, status, management characteristics of Water self-supply system in Shougang residential areas. At third, it identifies the risk by using risk management theory and comprehensive analysis method, assesses and marks each of the risk level, takes controlling and avoiding measures to decrease and eliminate kinds of risks. At last, for further transferring risks of Shougang residential water system, it explores the establishment of mixed ownership of water supply companies, puts forward the regional water self-supply system integration for achieving a win-win situation with Shougang industrial company and Shijingshan Water Supply Company.
