Research On Pollution Industry Transfer Of The Pearl River Delta Under Environmental Regulation

A two-oriented society can not be constructed without the development way of resource-saving and environment-friendly. People pay more and more attention to environmental pollution and protection, and the caused transferring problems of industrial pollution further becomes the focus. The transferring of polluting industries brings very serious damages to the ecological environment. Some local governments are still sticking to the traditional official achievements which can be generalized as GDP is the only one, in order to push local economical development,attracting foreign direct investment by lowering the environmental regulation level has become an important factor to attract industrial transferring pollution. In view of the harm caused by the transferring industrial environment pollution, in order to protect our beautiful scenery, China should caution the "experience of pollution first and treatment later" law from the western countries, and should never make the same mistakes.Based on this situation, this paper collects the panel data about one of the three major economic circles, exactly the Pearl River Delta in China from 2003 to 2012 and researches the influential factors towards industrial transferring pollution. Firstly, this paper states the circumstances of environmental regulation and polluting industrial t r a n s f e r r i n g r e s e a r c h i n C h i n a a n d a b r o a d a s w e l l a s t h e c o n c e p t s. Se c o n d l y, i t analyses environmental regulation and pollution industry characteristics in Pearl R i v e r D e l t a. T h i r d l y, i t e s t a b l i s h e s a m e c h a n i s m m o d e l o f p o l l u t i o n i n d u s t r y t r a n s f e r i n t h e p e r s p e c t i v e o f e n v i r o n m e n t a l re g u l a t i o n, a n d a n a l y s e s t h e l o c a l government behaviors. Then it aims to do the empirical analysis through econometric analysis methods basing on pollution industry transfer factors. The results show: the l e v e l o f i n d u s t r i a l a g g l o m e r a t i o n, t h e i n f r a s t r u c t u r e l e v e l a n d l a b o r c o s t fac tor s of pollution indus try trans fer are ne ga tivel y corre lat ed, but the eff ect of infrastructure influence is not so apparent. There is a positive correlation among the level of economic development, foreign direct investment and the environme ntal regulation factors of pollution industry transfer. Finally, the paper puts forward tostrengthening environmental regulation of communication and cooperation, enhancing the enforcement of environmental law and economic punishment so as to enhancing the capability of independent innovation and improving the pu blic par ticipating consciousness in environmental protection and so on.
