The Process Optimization Of Administrative Committee Of Ningbo Free Trade Zone’s Service For Enterprise

Business process improvement(BPI) is firstly applied to enterprise business progress to improve work efficiency. Practice has proven that application of this theory has a good effect. Later, after being expanded to other areas, it also provides a positive reference about how to improve government managerial level.The speeding up of global economic integration and instability of domestic economy have brought challenges to China’s special economic zone. Traditional government managerial system and process can no longer adapt to modern technology and management philosophy. It is the lifeline of government of special economic zone to attract business and investment、serve enterprises. Only through providing corporations with good service, can district maintain competitiveness.By means of literature review, company visit with questionnaire and interview, this paper has learned relevant theories of BPI, enterprises’ satisfactions before and after optimization, and problems exists when government improve its process as well as solutions.Firstly, this paper clarifies the relevant theory of BPI, especially the relationship between process improvement and e-governance, and the technical methods to optimize process. Then, it has introduced the specific situation of Ningbo Free Trade Zone, analyzing the circumstance of the area’s traditional process to serve enterprise and indicating the necessity to optimize traditional progress. Thirdly, this paper has focused on three main progresses, enterprise registration, project approval and economic data reporting, to conduct optimization analysis and implementation through adopting ESIA(eliminate, simplify, integrate, automate)method that is adaptive to the administrative committee of Ningbo Free Trade Zone, then it has also obtained time comparison of processes before and after optimization by basic Petri net. Finally, it draws out relevant conclusions and suggestions through establishing enterprise satisfaction evaluation index system, then adopt AHP(Analytic Hierarchy Process) method and fuzzy comprehensive evaluation method to evaluate satisfaction data of the corporation whose process has been optimized.This paper tries to apply process optimization theory to government managerial practice with cases of enterprise service progress optimization, providing valued reference for the local government, especially for the government of special economic zone...
