The Reformation And Innovation Of Ningbo A District Governmental Budget

In recent years, Ningbo A District Finance Department have actively taken measures on the reform of Department budget management, and through implementing a series of effective measurements, such as regulating the revenue of budget department, optimizing the expense of it, raising the level of budget supervision and performance management, the governmental budget planning system has been established, which combines department budget, zero-base budget and comprehensive budget, regulating the allocation of financial fund and improving the ability of budget management. But with the development of economy, the problem that governmental department budget does not adapt to the requirements of the development of the market economy system has risen. We call on in-depth study and discussion in order to achieve innovation and improvement further.This article uses the approach of literature research, comparative research, connecting with the actual results and the theoretical analysis, with the method of investigation, collect documents, statistical data and cases, this research mainly focus on the reformation and innovation of Ningbo A District governmental budget with both theory and practice. First of all, this paper introduces the background and meaning of budget reform and innovation research taken by Ningbo A District governmental department, and a review of document research at home and abroad related to this, with a brief introduction of this paper’s research content, research strategy and research method.Secondly, introducing current reform situation in Ningbo A District governmental department, which mainly analyses the current governmental department’s revenue budget management, expense budget management and department budget management system. Next, the paper gives an explanation to the problems in Ningbo A District governmental department, and also deeply analyses these problems and the reason behind. Then, proposing how to process governmental budget innovation based on perfecting governmental department budget management, which mainly introduces the background and measurement of innovation, and the usage of informationalied method to achieve innovation. Finally, combining theory with practice, this paper submits some suggestion to perfect budget reformation and innovation of Ningbo A District governmental department, which mainly involves suggestion on participatory budget management and perfecting informational security.
