Performance evaluation is a particularly important part of performance management, realistic demand of development is not only the enterprise scientific and reasonable performance appraisal system of the government departments, but also an important tool to enhance the management capacity and quality of service. But in the current performance appraisal system still exist many problems, such as the ideological consciousness is not in place, the assessment system is not perfect, the examination content is too general and the form of evaluation is single, evaluation index is not perfect, the assessment results lack of communication and feedback. In recent years, the insurance company has carried on the positive exploration and abundant practice in performance assessment, and achieved a lot of valuable experience in performance assessment. The rational use of the successful experience and innovation has important theory meaning and practice meaning for promoting the transformation of the functions of government structure; improve service quality and service efficiency and management ability.Based on the study and research achievements of the predecessors, first by the insurance company performance appraisal system is analyzed as an example and comprehensive research, in the analysis process based on the indicators of performance appraisal, plan, using the results, feedback and other aspects of the use of the form of the questionnaire on the results are analyzed and summarized the existing in performance appraisal the insurance industry problems and to the cause of the problem in-depth analysis and discussion. Then it introduces the existing in our government performance appraisal problems and reasons of the problems are analyzed in detail, and puts forward the improvement and perfection of performance appraisal system for government reform has important practical significance.Finally, put forward the reference to the success of enterprises performance appraisal experience to solve the existing problems in the process of government performance evaluation, mainly analyzes the evaluation of insurance company performance into the feasibility and limitations of government departments, and expounds the insurance company performance evaluation to the Enlightenment of the reform of our government.
