For too long people focus on material consumption but pay no attention to cultural consumption. Recently,with the improvement of people’s living standard and a huge change of consumer market,cultural consumption is becoming a mainstream culture and be an important part of set up harmonious society. It is very meaningful that strengthen research on cultural consumption of resident because it can benefit the process of cultural development and enhance the coordinated development of society、economy、politics 、cultural and meet the increasing cultural demand of people and improve the quality of residents. The research object of this paper is the situation of residents cultural consumption in Urumqi and supply some suggestions for improving the level of cultural consumption. Meanwhile, Urumqi is representative because it is the capital of Xinjiang, it can be the model of other cities and prefectures increase cultural consumption and develop cultural industry.The paper combine theory with practice and quantitative with qualitative,the main part focus on macroscopic and microscopic, investigate the situation of Urumqi’s residents cultural consumption. From point of macroscopic view, according to the data of 2004 to 2013 Statistical Yearbook, choose the average cultural consumption expenditure to make the single factor analysis, reveal the history development trends, use Eviews6.0 to analyze and then construct the model to come to the conclusion: annual disposable personal income is the most important factor to influent cultural consumption expenditure. In microscopic scales, the research measure is questionnaires,the area and person is Urumqi’s residents,call in effective questionnaire 613,use Excel2003 and Spss17.0 to describe and count、draw diagrams and graphs、correlation analysis、regression analysis、Optimal scaling analysis, reflect the cultural consumption situation of residents(expenditure、time and content) 、consumption concept、the main influence factor of cultural consumption、the content of cultural activity、cultural facility、Service evaluation directly. Regression analysis come to a conclusion at last: monthly income is the greatest impact for resident cultural consumption. It confirms the result of macro.We find that Urumqi’s cultural consumption increases rapidly through the analysis,but it still appears the problems which low level、fall behind income growth 、 the concept outdate 、 poor infrastructure etc. The paper put forward countermeasures and suggestions at last: we should propose the improvement measure from increase residents income 、 guide the consumption concept of residents、improve cultural consumption condition、optimize the structure of cultural consumption. Hope that the measures can improve the level of Urumqi’ resident cultural consumption.
