Study On Staffing Requirements At Building Construction Site In Chongqing

According to urban and rural construction working report, the government planned to carry out a series of major construction projects to improve the environment quality and traffic condition and increase urbanization level in Chongqing. The raise of urbanization and industrialization and promotion of urban-rural integration coordinated development make the construction industry well-funded. As a consequence, it generates demand of construction and brings about rapid development of the industry. Meanwhile, the amount of building construction grows rapidly. However, the problems about construction quality and safety which are caused by the defects of construction staffing allocation need to be solved immediately.Construction industry is typically labor-intensive, of which the process has such characteristics as mobility, one-piece and long cycle, which needs cooperation of mixed trades and is influenced by climate easily. It makes great contribution to economic development, and what is more, it provides a plenty of jobs. As a result, the number of skilled works and managerial personnel rise smoothly. Although the improvement of industrialization and informatization level enhances construction technology and management level, the construction process is based on manual work. Experience of managers and execution of skilled works guarantee the realization of construction project. Construction staffing allocation is related to construction quality and safety closely.This paper puts forward and discusses the problems of building construction manpower demand at project level to ensure construction quality and safety form the view of government in Chongqing. Optimizing allocation of construction staffing can facilitate human resources planning and improve systemization and standardization of construction management. It can also enhance capability in overall management and construction. Based on literature research, it is cleanly that allocation of construction staffing has influence on construction quality and safety. In addition, the determinations of building construction manpower demand were analyzed and the relevant laws and regulations were summarized. According to literature research result and field research data, the management positions and trades were determined. Furthermore, the classification of construction type and scale and method of manpower demand forecasting were determined. What is more, allocation form of construction staffing and labour demand forecasting models were established. Eventually, considering the management defect, supporting measures of construction staffing allocation were brought forward.
