| With the rapid development of urbanization, the contradictions of the supply and demand of urban construction land have become increasingly prominent. Meanwhile, due to the increasing depletion of mineral resources, the mining lands are facing to be unused located within the scope of the mining town. Considering the enormous contribution of resource depletion enterprises for the regional economic, and a large number of laid-off workers resettlement, the government can not be free to recover the allotted and authorized lands as treated like the ordinary bankrupt companies. How to withdraw the idle mining lands that no longer conform to the city planning scientifically and reasonably, while ensuring the resource depletion enterprises get reasonable compensation, has become the government and scholars need to solve the issue.Firstly in this study, it was in-depth analysis from the basic theories of land exchange, drivers of mining land exchange to carry out and the faced reality resistances, the differences among mining land exchange and general industrial land removal, land assets disposal of bankruptcies and the legal feasibility of the exchange behavior based on the policies, in order to establish the foundation for further study of mining land exchange.Secondly, it analyzed the mode selection of mining land exchange based on the balance of interests. The mining land exchange was a complex project, which involved many stakeholders. It selected the direct stakeholders of mining land exchange by identifying, and implemented the subjects’ analysis through several rounds game. At the same time it put up with the exchange model for mining land based on comparative analysis of the existing land exchange models, in order to maximize the interests for the both interests of land exchange.Thirdly, according to the proposed mining land exchange mode that "equivalent exchange, similar types land exchange, swap places, city park retreat", it expanded the land suitability evaluation and building the price evaluation system of mining lands. It determined the impact indicators of the suitability evaluation through literature research and expert consultation, and calculated the weights of index system based on the AHP method, determined the best development direction of mining land combined with the membership interval score of various land using types; in the construction process mining land price evaluation system, it compared and preferred the current five land assessment methods combined with the characteristics of mining land price, at the same time, it improved and revised the index system of the selected benchmark premium based on the impact of mining land for the price evaluation, so as to the scientific and rational evaluation in the process of mining land exchange.Finally, it conducted the empirical analysis through the mining land exchange of Gushuyuan mine, and carried on practice test for the theoretical results of the research by using the exchange model of mining land and re-use suitability evaluation model with the price assessment model of mining land proposed in this study.There are 28 figures, 26 tables, 109 references in the research. |
