Research Of Land Value Increment Distribution In Mining Land Reserve Development When Coal-exhausted Enterprise Involved

Mineral resource is non-renewable, so part of mines will be closed during the continuousexploitation. How to use the mining land effectively, especially what is in the urbanized areas.That has become an important issue for the government and enterprises. With the rapiddevelopment of urbanization, the mining land will be stored by the government and betransformed functionality. In this case, how to carry out the value increment distributionreasonably, has become the key impact in the process of the land purchasing and storage.Firstly, this article analyzed the formation mechanism of the land value increment on therent theory, basing on the land property rights theory, location theory, supply and demand theory.Analyzed the causes of the land value increase, and generating the sources of revenue andincrement distribution theory under property rights, and then calculated the revenue of the landvalue increment.Secondly, based on the formation mechanism of the land value increment, this article usedstakeholder theory to identify the possible stakeholders in the process of land development, toanalyze their interest demands and possible action strategies. And then analyzed the selection ofland reserve development mode, the selection of implementation of land reserve developmentand the selection land reserve development value increment distribution patterns.Thirdly, combined with the current land reserve development practice. This article proposedtwo value increment distribution models: fixed payment model and revenue sharing model basedon the the degree of risk and innovation efforts. For the situation of land transfer income fixedand less innovation efforts, recommending fixed payment model, by building Rubinsteinbargaining game model for solving the proportion of fixed pay, and discussing the discountcoefficient which affecting on the bargaining parties. For the case of future earnings uncertainty,more needs cooperation contributed, recommending revenue sharing model, by basing on landdevelopment added explained variances to construct Shapley Value Model algorithm gamemodel. Because the land development added explained variances is not a only issue on theempirical distribution, it should adopt AHP to consider the risk factors, innovation contributionand value-added historical contribution to correct the Shapley model.Finally, this article has taken a coal mine land reserve development of Xuzhou MiningGroup as an example of the empirical analysis, which is developed in cooperation with the citygovernment of Xuzhou and Xuzhou Mining Group. In the empirical analysis, it introduced the improved game Shapley Value Model private partnership model applying on the gain sharing ofthe land reserve development, and calculated the value increment distribution ratio of bothgovernment and enterprise in the project.
