Study On The Effect And Way Of The Government Regulation Influence Duty Consumption Of Executives In State-owned Enterprises

Under the realistic background of executives’ duty consumption generally existing in state-owned enterprise of our country, this paper studies the effect and way that government functionary consumption regulation affects executives’ duty Consumption of state-owned enterprises.This paper firstly reviews the related research of duty Consumption and government regulation, and then puts forward the theory analysis framework of the relationship between government functionary consumption regulation and executives’ duty consumption depending on the principal-agent theory, corporate governance theory, media management and theory government regulation theory and combining with China’s duty consumption regulation policy background. On the basis of the above, this paper investigates the effect and way that government functionary consumption regulation affects executives’ duty Consumption of state-owned enterprises by using the principal component analysis, multiple linear regression, panel estimation model, comparative analysis and other methods. The study finds: In the institutional environment of government functionary consumption regulation being more and more strong, the government functionary consumption regulation policy can reduce perks of executives of state-owned enterprises at a certain extent; Duty consumption has a negative impact on the operating results of the company, but the government functionary consumption control reduce damage on the operating performance; The media supervision reduces the executives’ duty consumption level of state-owned enterprises; The internal supervision mechanism of company(including the board of supervisors and the audit committee) does not play a significant governance effect on executives’ duty consumption of state-owned enterprises; Finally according to the conclusion of the study, the author puts forward suggestions such as formulating the post consumption laws and regulations, strengthening external supervision, improving internal supervision structure, canceling the administrative appointment system and improving the occupation manager market.Based on the background of Chinese post consumption control, the paper investigates the influence of the government regulation to the executives’ duty consumption of state-owned enterprises, which extent the theory of duty consumption and government regulation at a certain and provide the basis for government departments to develop and optimize regulation policy about executives’ duty consumption of state-owned enterprises.
