For the state-owned enterprise governance,one of the most successful cases in the world is Singapore’s Temasek model.Singapore government has realized a great success of governance of state-owned enterprises,and has created the outstanding performance through Temasek Holdings.Temasek model has many experience worth learning,its successful executives selection system of state-owned enterprises governance model is one of them.China’s state-owned enterprises occupied large proportion of the economy in our country,but their problems have also been criticized,inefficient and corruption seem to become a synonym for state-owned enterprises.In November 2013,The Third Plenary Session of the 18 th CPC Central Committee passed <Decisions of the Central Committee of the Communist Party of China on deepening the major issues>(Referred to as <Decision>),which pointed out the direction for our country’s state-owned enterprises reform.<Decision> mentioned that we need to improve state-owned enterprises modern enterprise system,and define different state-owned enterprises’ capabilities,improve the coordination and effective checks and balances of corporate governance structure,increase the proportion of marketization hiring of executives.Under the background of the classification reform of state-owned enterprises,it is necessary to reform our country’s executives selection system of the commercial state-owned enterprises.This article classified state-owned enterprises reform policy.According to the features of commercial state-owned enterprises,this article summarized and analysed the disadvantages of current state executive election system in China,and analysedthe main points of the academics on interpretation state executive election system,studied the path of executive election system reform in our country with reference to the expierence of Singapore’s Temasek model on executive selection.The paper is divided into four chapters:The first chapter is “Executive selection system analysis in our country at present”.This chapter mainly introduces the current policy documents on the classification reform of state-owned enterprises in China and the background of the reform of state-owned enterprises in our country.And then summarized the regulations of executive selection system in <company law> and <State owned Assets Law> and analyzed the executive selection system problems;The second chapter is “the study of the theory of the executive selection system”.This chapter focuses on the main views of the academic circles on the selection system of the state-owned enterprises.At the same time,the author collected the the resume of chairmans,general managers from current 98 central enterprises of China,and made an an empirical study on the political background,career history and other aspects of the executives of state-owned enterprises;The third chapter is “the successful experience of Singapore Temasek model”.This chapter mainly introduces the successful experience of Temasek Holdings in Singapore and summarizes the the enlightenment of Temasek model for China’s commercial state-owned enterprises goverance;The fourth chapter is “The reform path of the selecting system of commercial state-owned enterprises’ executives in China”.On the basis of the previous chapters,for the shortage of China’s commercial state-owned enterprise executives’ selecting system,this put forward proposals including changing the functions of the board of directors,system reform,function orientation of Party committee and organization Department of state-owned enterprise,and the legislative work,to improve the commercial state-owned enterprises’ executives selection system.
