In recent years, C hina’s economy is actively engaged in a new round of restructuring and upgrading wave, which is also considered as continuation and development of China’s economic transformation and upgrading after the Reform and Opening. After joining the WTO in 2001, China’s economic comes up a new idea, new technology and new institutional model combining economic restructuring, with economic growth a lastingly corresponding high growth. But at the same course of development, each province was taken different social "negative output", in order to maintain the sustainability of economic growth, the C hinese economy is also actively adjust the proposed new concept of development——inclusive development, with inevitably decline in economic growth. In this context of this article, we hope to explore the change during the China’s economic transformation period through empirical research, which will result in a decline of the actual total factor productivity; and which due to the change. Based on understanding of the concept of inclusive development, the paper considers the sharing and sustainability of economic development in Chinese provinces and uses the Malmguist-Luenberger index to estimate and analysis the inclusive TFP from 1997 to 2012. The results show that: In recent years, due to urbanization promotion and attention to environmental issues, the inclusive TFP in C hinese provinces have been improved to some extent, it is mainly due to institutional reform and development of low-carbon economy which bring the technological progress. But inclusive development between provinces still exists gaps and the level of overall inclusive development is still needed to improve. Meanwhile, t his paper researches the factors affecting the inclusive TFP by the regression analysis, and concludes that economic level, education level and factors endowments have positive relationship with TFP, FDI and the energy structure and inclusive TFP inversely related. Finally, based on these results, the paper gets some policy implications.
