Inclusive Finance aims to provide more effective and extensive financial services for vulnerable groups such as small and micro enterprises and “agriculture,rural areas and farmers”.It is also an important financial field to support the development of the real economy.The development of inclusive finance is the reform of the regional financial system and the driving of the region.Economic development plays an important role.As a major agricultural province in China,Henan Province is also an economically underdeveloped region in the central region.There are many povertystricken areas and poverty-stricken populations.The development index of inclusive finance can more clearly and clearly show the development level of inclusive finance in various provinces.The current situation,the distribution differences between regions and the characteristics of distribution,effectively improve the development level of inclusive finance in Henan Province,alleviate the poverty situation in some areas of Henan Province,enhance its economic development level,and thus promote the overall economic development of Henan Province has an important theory.Meaning and practical significance.This paper comprehensively analyzes the development environment and data availability of inclusive finance in Henan Province,and uses the qualitative analysis and quantitative analysis methods to measure the development status of inclusive finance in Henan Province and theoretical analysis and empirical analysis of its influencing factors..First,using the measurement method related to the Inclusive Financial Development Index,from the perspective of the penetration of financial services,the availability of financial products and the effectiveness of financial services,respectively,18 provincial cities in Henan Province 2010-2017 The annual Inclusive Financial Development Index was measured.The measurement results show that in 2017,the inclusive financial index of the provinces and municipalities in Henan Province showed the characteristics of Zhengzhou City as the center and gradually decreasing the gradient to the peripheral provinces.There is a law of differentiation in space.Zhengzhou City and its western provinces have generally higher inclusive financial indices,such as Zhengzhou City and Luoyang City,and the eastern and southern provinces have relatively low inclusive financial indices,such as Nanyang City and Zhoukou City.Secondly,using the combination of qualitative analysis and quantitative analysis,based on the previous scholars' research,combined with Henan's own development environment and considering the availability of data,this paper selects the ratio of regional primary industry output value to GDP.The ratio of the tertiary industry's output value to GDP,the ratio of government fiscal expenditure to GDP,economic development level,education level,transportation convenience and financial development efficiency are used as explanatory variables,and the inclusive financial index is used as the explanatory variable.Panel data regression analysis shows that the proportion of regional tertiary industry in industrial structure,regional urbanization development level and government support can have a significant positive impact on the inclusive financial development index of Henan provincial cities.Finally,on the basis of the previous comprehensive analysis and research,it puts forward five policy recommendations on increasing government support,actively promoting the pilot reform of inclusive finance,strengthening the infrastructure construction of financial institutions,and innovating and diversifying the inclusive financial structure.
