Heyuan City Industrial Product Quality Supervision System Problems And Countermeasures

As the eternal theme of the economic development, the quality of products stands for the level of development both in an area and a country. Since the reform and opening up, the level of industrial product quality in China has been greatly improved. At the same time, the sample pass rate of industrial products in quality grew steadily; even some of them achieve or exceed the level of developed country. However, most industrial products in China are still in low grades and poor quality when compared with which of the developed countries. Meanwhile, serious accidents of quality and safety influenced the healthy development of economic and safety of people’s lives greatly. The above situation is connected with both low level of productivity and the imperfect regulatory system.Heyuan located in the north of Guangdong Province. As the adjustment of the economic structure in the area, Heyuan assumed the burden of the transfer of industries, and the industries in Heyuan is developing quickly rapidly and industrial products are becoming more and more plentiful. Nowadays, the quality supervision system of Heyuan maintains good operation; however, as the content of regulatory objects is complex, the current regulatory system also shows a lot of problems. Under this situation, how to improve the quality of industrial products in Heyuan and the competition of industrial enterprises, in addition give full play to the functions of department’s supervision ability have become unavoidable problems which with strategic sense.In this thesis, the author tired to comb the industrial product quality supervision system from the perspective of the overall situation of the industrial product quality in Heyuan at first. Secondly, the author analyzed the problems in industrial product quality supervision system of Heyuan from the perspective of public management. Finally, the author gave some suggestions of how to improve the Heyuan’s industrial product quality supervision system. The thesis consists of five chapters:The first chapter is the introduction. This chapter mainly expounds the research background, research purpose, the theoretical value and the practical significance of the research. At the same time, it sorts out the literature review at home and abroad, and then explains the research methods, the theoretical framework and the possible innovation. The second chapter is the theoretical basis of industrial product quality supervision. As the basis for this study, it analyzed the related basic theories of industrial product quality supervision system’s settings and operation. In the third chapter, the author analyzed the situation of quality supervision system. Meanwhile, she discussed the industrial product quality status, general situation of industrial products quality supervision system and the cognitive condition of public of Heyuan product quality supervision system. Finally, she summarized the existing industrial product quality supervision system problems in Heyuan. The fourth chapter is the analysis of the causes of the existing problems of Heyuan industry product quality supervision system. This chapter has carried on the elaboration from third departments, the relevant laws, regulations and information transfer etc. The fifth chapter analysis the industry product quality supervision system of developed countries and regions, such as Japan, Hong Kong and America and from which bring enlightenment on how to improve the Heyuan of industrial product quality supervision system. The sixth chapter studies on countermeasures of existing problems of Heyuan industrial products supervision system. To undertake the analysis of the various chapters, this thesis hold the opinions that perfect industrial product quality supervision system of Heyuan should establish the management system of enterprise quality credit and increase the illegal information disclosure; establish and improve the standardization system, give full play to the leading role of standard; implementation of corporate responsibility, from the source to improve the level of quality, Sound the third party supervision mechanism, give full play to the role of certification and accreditation; the establishment of city Hall quality incentive mechanism, effectively promote the excellent performance management.
