The Perfection Of China's Government Procurement System

Government procurement, also known as public procurement, is governments use financial funds to purchase goods, engineering projects and services what needed in their daily work in order to serve the public. Effective government procurement system can improve the utilization of financial funds, and promote the healthy development of national economy and promote to build a cleaning government to purify social atmosphere, coordinate the development of regional economic, reflecting the concept of harmonious society.The roles of government procurement have infiltrated all aspects of social life, are increasingly concerned by people.Nearly two years,some negative news about government procurement have continually jumped into people's vision. "High price procurements", "Luxury procurements" are often exposed in major media. Government procurement has been questioned by more and more people. The government image of integrity is suffered tremendously test. China's government procurement system will join to WTO "Agreement on Government Procurement" soon. How to deal with domestic issues at the same time to deal with the international situation, is a test for the China's government procurement system.This paper is basee on referencing a large number of documentations, introducing open, fair and just principle of the government procurement system comprehensively, pointing out the unreasonable principles of our government procurement system,and raising personal opinions. In the theory section, also focusing on the role of government procurement system in promoting economic development and promoting clean government and implementing government policy.From the size and scope of government procurement, China's government procurement system has received a lot of achievements after ten years development. But,everything has two sides. Through reading the "Implementing Regulations of the Government Procurement Law (Draft)",and extracting the main problems of government procurement system on parties, procurement methods, organization, supervision and so on.Problem-solving need to rely on the system, and improving the system without of stringent measures like law. The paper compares the government procurement system home and abroad, drawing the advanced experience of foreign countries which is in line with China's national conditions and evaluating,against the existing problems, puts forward six aspects of perfection suggestions about government procurement system, including avoiding system, suppliers qualification,procurement methods, centralized procurement, supervision and information construction.
