Since the 18 th session of the National People’s Congress, the government has to protect the affordable housing construction as the central of the construction of people’s livelihood, Public rental housing is an important part of the affordable housing construction. For a long time, funding the construction of public rental mainly rely on the government’s financial investment, bank loans, 10% of the housing fund and land transfer, the traditional financing way of the public rental housing construction can not meet the huge demand for funds, which need for innovative financing model of public rental housing. REITs can be an effective way to solve the bottleneck of public rental housing financing. Because of the development of affordable housing is still in its infancy, the system is not perfect, imperfect laws and regulations, and therefore in the process of introducing the real estate trust financing bears a number of risks, such as real estate inherent risks and securities markets, the fund risk, Therefore the trust of the public rental financing model risk assessment has become an urgent problem.Firstly, the status with the development of public rental, learn and mature experience of regional financing model developed countries, analyzes the necessity and feasibility of public rental housing trust financing model, combined with the status quo of China’s public rental housing development, built specifically operation framework.Secondly, this paper identify risk financing model of public rental housing Trust, build risk evaluation index system, and evaluate the use fuzzy comprehensive evaluation and analysis of a combination of gray clustering method. Trust financing for public rental in risk identification, analysis and response on the basis of research, quantitative analysisbased, while the qualitative analysis and quantitative analysis methods, combined with the specific case analysis, to examine the findings are reasonable. Finally, on the basis of risk analysis, prevention and control measures proposed public rental Trust financing risks.This article hopes to study public rental trust financing risk assessment,government and social institutions in the process of public rental trust financing risk management, and enhance its scientific and practical, to provide a basis for related operations. Thus the trust of public rental industry trust business, play a catalytic role in the healthy development of other real estate trust business.
