With the adjustment of China's economically affordable housing system in recent years,public rental housing has gradually become an important part of China's economically affordable housing system.As the development of public rental housing increased year-on-year,government financial and institutional loans failed to meet the financing needs of public rental housing.In view of this,this paper proposes to use Real Estate Investment Trust(represented by REITs)to solve the financing problem of public rental housing construction,which not only meets the requirements of the government,but also meets the interests of the government.,the real estate market,and the demands of investors.This paper first introduces in detail the definition of public rental housing,the concept,characteristics and operation mode of REITs,and related theories.Secondly,from the macro and micro perspectives,the necessity and feasibility of introducing REITs into Zhuzhou public rental housing are analyzed from different angles.Combined with the actual social and economic environment of Zhuzhou City,the urgency of introducing REITs in public rental housing financing is explored.At the same time,the research methods such as field investigation method,comparative analysis method and quantitative analysis method are adopted,and the application experience of advanced regions of REITs at home and abroad is carefully studied.On the basis of this,we draw on these excellent experiences and get relevant important inspiration from them..Thirdly,based on the actual situation in China,this paper starts from the three aspects of basic model,operational process and operational mechanism,and designs the operation of REITs in the financing of public rental housing construction in China.It proposes to construct from theperspective of government and investors.Scientific quantitative analysis model.Based on this,the quantitative research method and the mathematical model method are used to quantitatively analyze the application of such financing in public rental housing to verify its feasibility.At the same time,an empirical study was conducted on the Shuizhuhu public rental housing,one of the eight typical public rental housing projects in Zhuzhou City,to test the feasibility of applying the REITs financing model to the localities,and to provide quantitative analysis and case support for the application and promotion of REITs.Finally,in order to ensure the successful application of public rental housing construction financing,this paper puts forward a series of policy recommendations from the two levels of laws and regulations and management system.Finally,in order to ensure the good application of public rental housing construction financing,this paper puts forward specific opinions and suggestions from the two levels of laws and regulations and management system.
