Research On Application Of Bt Mode In The Western Suburbs Of Ankang City Park

Our society has stepped into the modernization reform period, reconstruction of infrastructure is the key content of future reform of construction in China, and actively improve the infrastructure project is the government of the administrative functions of play. Non operating infrastructure is an essential part in the infrastructure, due to non operating characteristics and to the project financing of the construction is very difficult. In order to change the risk problem of supply chain early infrastructure funds exist, the government should construct a variety of different financing construction scheme, to solve the problem of shortage of funds for non operating infrastructure construction project. The BT project model can alleviate the government to participate in the modernization of financial pressure, raise funds needed for non operating infrastructure from multiple channels, expand the scope of service project construction and reform. At the same time, the BT mode is also facing the huge hidden risks in the financing of the construction process, the project investment and project sponsor shall bear different risk among responsible parties. In this study, firstly analyzes the related theory of BT model and application of the status quo, summarize the degree BT mode operation process, advantages and key issues; secondly, the "Ankang Center City West of the park construction project as a case, to carry on the discussion to the applicability of the BT model construction, compares the differences and similarities between BT and the other several common financing mode, expounds the application of BT pattern in the western suburbs of the park’s construction. Third, design of the west of the park project implementation plan, and the key points and the implementation of risk has made the macroscopic analysis; Fourth,analysis of the west of the park during the BT mode to the construction of Party construction investment risk management, puts forward BT model of risk identification, management and prevention with countermeasures.
