Research On Risk Control Of Government Enterprise Cooperation Ppp Project

The PPP model is a new financing construction model formed after the basic construction reform in deep water area in China,and it has been widely used in infrastructure construction.It mainly covers multiple modes such as BOT,TOT,ROT,TBT and BTO,which can not only meet the market demand for investment in the field of diversified infrastructure construction,but also effectively decompose the financial pressure of the government and the public sector.By combining theory with practice,a PPP project for the comprehensive management of water environment is taken as the research object.Specifically,it evaluates qualitative and quantitative research on project conditions and development modes by using value for money,and concludes whether the project can be created by using PPP mode,and calculates the franchise term of the project with the help of quantitative research,and then obtains the government guarantee mode based on its location and economic status.The project contractor firstly conducts quantitative research on its investment risk with the help of expert interview and fuzzy comprehensive risk evaluation method.After the project bidding is realized,it provides effective solutions to the risks faced by the contractor in various stages such as project financing,construction,transfer and operation with the help of expert interview method.Risk assessment and analysis of water environment management PPP project construction investment lead to the risk control method of the project..The research results will provide references for the risk control and management of subsequent PPP projects.
