High-tech enterprise is the pioneer of the way to innovation, and also the core of innovation of knowledge and technology. As the process of the economic integration, the high-tech enterprise competitions of companies between at home and abroad include patent,technique and trade secret and so on. The enterprise began to realize that intellectual capital is the productivity, the best way to solve this problem is have group of talent which good at a specialization and high-level intellectual property. Now China begin to pay attention to cultivation, firstly, China had made cultivate people who good at intellectual property as one of the national strategic, secondly, enterprises train people in a more autonomous and forms way. But China started intellectual property management late, and the cultivation of high-tech companies’ talents is still at the beginning, the company lack of consciousness of strategic, the process lack of exact rules, and lack of resource etc. All of these problems will constraint the process. So, we need right mechanisms to combine advantage resource both inside and outside the enterprise and build the path to train the IP talents.This paper based on features of high-tech enterprises, human capital theory, learning organization theory, triple helix theory, by reading and reference lots of books, analysis from the view of company, school, government, construct the path to train people. Using structural equation modeling method for high-tech enterprise IP talent cultivation path to effect verification, the results reflect the total effect of the three paths for IP talent cultivation is obvious, and construct the cooperative relationship between them has a more significant impact to improve the ability of the IP talent cultivation and the level of intellectual property management in the enterprise. So construct IP talent cultivation paths model of trilateral cooperation provide the reference to enhance the ability of talent cultivation in the enterprise.This paper combined theoretical research and case study to evaluate the capability of IP talent cultivation of an enterprise. According to the relationships had been proven of cultivation environment, resources and awareness in enterprises to build evaluation index system of IP talent cultivation for high-tech enterprises, and use fuzzy evaluation method to evaluate RF basic ability of IP talent cultivation. According to results of the evaluation, this article provided improved suggestions of the IP talent cultivation to RF based on the model of IP talent cultivation paths. This paper talks from the view of the enterprise, hope to solve the different requirement of enterprises in intellectual property talent, enhance high-tech enterprises’ ability on intellectual property and operational capability, and improve the level of professionals.
