Research On Measure Of Opening Economy In Hebei Province

There are intrinsic advantages for Hebei to develop Opening Economy, near Bohai Sea,embracing Beijing and Tianjin, accordingly with predominant geological location and broad economic hinterland. In this article, its empirical analysis reveals the several aspects of opening economy in Hebei really play a positive role in Hebei’s economic growth and industrial structure improvement; this analysis result complies with the practical logic out of this paper combing China’s opening economy history. However, while compared with other coastal provinces, opening economy in Hebei is extremely backward. Firstly, from every single aspect, this paper, based on the data comparative analysis, reveals the lagged development of opening economy in Hebei. Next, the paper offers the opening degree index to comprehensively measure the development level of the opening economy in Hebei and other coastal provinces, with the help of SPSS software by principal component analysis method, the paper objectively revealing its lag of the opening economy in Hebei province compared with other coastal provinces.This paper tries to seek those reasons of lagged development of opening economy in Hebei from the angle of industrial structure. This paper points out that, it is the unreasonable industry structure in Hebei province that results in the gap between Hebei and other coastal provinces. First, diversification of Hebei economy increasingly appears weak trend. More and more heavy industries squeeze the mechanical&electrical、new&high technology industries from such as capital, resources, energy,and weakens their living space. Less high and new technology industries and its lower output in Hebei than other coastal provinces cannot form a differentiated competitive advantage to other coastal provinces. While in industry of convergence, less scientific research investment and accordingly lower level of technology in Hebei than other coastal provinces, thus both product quality and price in Hebei are not with comparative advantage. Second, low-end manufacturing accounts heavily in Hebei total output, so most of FDI is put in it. Meanwhile, because of the lagged development of thetertiary industry in Hebei, the third industry share of FDI is smaller than other coastal provinces. It is the unreasonable industrial structure in Hebei fundamentally that restricts the development of opening economy in Hebei, and consequently makes opening economy cannot better promote economic growth and contribute to industrial structure optimization. So,in this paper, it is emphasizing the industrial structure optimization to better develop its opening economy in Hebei.
