The engineering supervision work as a technical service engineer, working ability and quality plays a decisive role on the quality of service. Therefore, in the fierce market competition,enterprises want to survive and develop must establish effective long-term talent strategy. From the engineer’s job performance evaluation to start, establish "people-oriented" core enterprise culture.In this paper, through the research of 360 degree performance appraisal method and customer satisfaction, and on the basis of the analysis of Delphy and AHP method, the guiding principle of scientific and rigorous work analysis, built a multi perspective and a new sub categories and levels of performance appraisal system for project construction supervision enterprises, to make an objective evaluation of supervision engineer the work performance.First of all, the characteristics and difficulties of the paper on the theory of performance appraisal, supervision enterprise features, to evaluate the supervision engineer to do the detailed introduction and analysis.Secondly, the characteristics and difficulties of the supervision engineer, targeted selection of 360 degree performance appraisal method, and taking into account the characteristics of strong supervision of service industry and introduces the concept of customer satisfaction.Then, through the interview and questionnaire investigation, to identify the key indicators of performance evaluation of engineering supervision is needed, based on the analysis of Delphy and the analytic hierarchy process in the nine scale method to deal with the expert opinion, in order to confirm the weight of every index and key Engineer in the supervision work in the performance appraisal, and then come to a complete performance evaluation system of supervision engineer. Of course, evaluation of performance of the supervision engineer is only a means, not the ultimate goal. Enterprise performance appraisal of the supervision engineer is the engineering supervision enterprises system construction is an important part of the content, engineering supervision enterprises tend to be more in this process is to help the engineer to improve the business level, working ability, so as to achieve the win-win situation of enterprises and employees.
