Research On The Transformation Of Government Functions In The Process Of Urbanization In Minqin County

As government policy makers and implementers is to promote urbanization direct leader. How to coordinate urban and rural development, promote comprehensive, coordinated development of economic, social, ecological and human, to ask the Government to actively change their functions, to achieve scientific operation.Minqin County is located downstream of the Shiyang River Basin alluvial plains desert oasis area, is one of the most drought, desertification against the most serious.Although the area is very small, but it curb the west, Gansu and North, ecological degradation in the country has a strategic position is very important. Under the new urbanization and ecological environment continues to worsen China’s trend is still increasing in the background, Minqin government to seize the opportunity, the flow,leveraging the development, the county government to guide the coordinated development of urban and rural areas, the harmonious development of man and nature,economic and social development, human and social and human development is the key to harmony. This paper uses field survey and literature research, the development of urbanization for the status quo Minqin ecological environment, analyzed the problems of government functions to fulfill, discusses how ecological county should locate in the process of urbanization and the performance of their duties, that the Government should take scientific concept for the pilot, an objective analysis of the status quo, to the environment, government functions, serving as the entry point to the county public problems and difficulties encountered by the government to study solutions to furtherstrengthen public service functions and ecological responsibility, in order to meet the people’s growing material and cultural needs.
