A Study On The Transformation Of Local Government Functions In The New Urbanization Of Lhasa City

Urbanization is an important symbol of modernization, local government in our country plays an important role in the process of urbanization. Strategic value of new urbanization is via the population urbanization to activate the motive force of the development of our new period. The difference between the new urbanization and the old urbanization calls for the local government to adjust its function that in the future. Tibet is the special nature in our region of border area, has a special status in the national development strategy. Lhasa as the capital of the Tibet Autonomous Region, has a long history and the obvious advantages. Changes in the functions of local government response to the development needs timely have great significance to the development and stability of the region and the country in the process of urbanization in the future.By using the methods of literature study and field investigation, this paper has analyzed the potential problems of the local government functions in the process of urbanization in Lhasa City and proposed countermeasures. The innovation point of this paper is the concept of governance, as the value link to connect new urbanization and local government functions, and to promote the two strategic concept of fusion of people oriented. The article maintains, the new urbanization in the four aspects of support force, driving force, traction and self renewing, and cause of changes of local government functions are closely related. The local government is promoting sound and rapid development of new type urbanization in the process of fulfilling its economic, political, cultural, social, ecological functions. Finally, multiple governance main bodies, the network relationship and market tools, constitute a framework for action to change the functions of local government in Lhasa city in the new urbanization.
