Research On The Food Safety Crisis Warning Based On Case-based Reasoning

Our country is in economic transition and social transformation, from the field,frequency, dimensions, size and other dimensions, at this stage our country is in a period of multiple crises, in a variety of crisis,among of which, the food security crisis and its frequency and negative influence are both in the forefront. Food security is related to the vital interests of the public, its social impact is enormous, if not handled properly, it will result in large-scale food safety crises and even social panic and confusion, directly undermine the government’s image and the public trust in government, and even a threat to national security.Food safety crisis warning refers to using certain scientific methods and techniques related to food safety emergencies, timely warning to take urgent measures to control the occurrence of unexpected events to the maximum extent,belonging to the prevention Methods in crisis management. This paper is based on crisis prediction theory,and case-based reasoning theory, takes efforts to build a scientific food safety crisis warning management system, by providing contingency plans and measures to reduce the scope of harm and impact of incident and reduce social panic.This paper is based on the domestic and foreign research literature concentrating on crisis management,food safety and sorts out the theory and techniques of CBR,conducts a comprehensive and systematic research on key issues and case-based reasoning technology applying in constructing food safety crisis early warning system.Through the analysis of a typical food safety crisis case, summarizes characteristics of food safety crises, combining with the collected food safety crisis cases and related emergency warning system information, analyzes the factors leading to food safety incidents, extracting and optimized the core properties from the case of food safety crisis. In the selection and program phase of retrieval algorithm, highlights the retrieval algorithm based on K-nearest neighbor food safety crisis cases algorithm,and propose a case similarity algorithm. With the first few chapters bedding of theoretical knowledge,finally built an case-based reasoning of food safety crisis early warning system, and applied an example of food safety crisis to test this system, combining with public crisis management theory to explain post-test results, and evaluated the system, finally elaborated significance if reference to the field of addressing public crisis issues.
