| Speeding up the integration of finance and technology is an important measure for materializing scientific development, implementing innovation-driving strategy and constructing the “Innovative Province”, meanwhile it is also of great value for the transferring from S&T achievements to industry, facilitating the capability-building of local innovation as well as promoting the restructuring and upgrading of economic system. Nowadays, under the background of pilot initiatives for promoting the integration of Sci-tech and finance all over China, local government increasingly put much more efforts on Sci-tech finance development, with explorative uses of various policy tools; thus the government’s function on guidance, service, supervision and administration will be manifested, related macro-level regulation and social supporting system for Sci-tech finance market are also in progress for attempting to establish a high efficient policy system. Specially speaking, a regional financial center with head quarter in Guangzhou has being explored the development strategy of promoting Sci-tech finance. For local government in Guangzhou, how to explore a theoretical framework for advancing the development of Sci-tech finance, and how to search an effective policy model for the strategical choice of Sci-tech finance development, have been placed on the pushing agendas.This paper starts with a method discussion by means of literature review, comparative analysis, questionnaire analysis etc, with the reference of fundamental theory of public policy; an then exams the different factors influencing the development of science and technology enterprises for precisely defining the content and concept of Sci-tech finance and its principles. On this base, the paper reviews the basic policy circle one by one, including policy agenda, policy tools, policy implementation, policy assessment, policy adjustments and so on. As to Guangzhou’s case, the research launches a questionnaire for the purpose of describing and explaining the current policy system, financial services and policy needs from the almost 100 local enterprises. From those data collected, the concrete problems and reasons will be analyzed and accordingly several solutions and suggestions will be offered for perfecting the Guangzhou Sci-tech finance development policy. In conclusion, for archiving effective policy motivating, some sorts of regional Sci-Tech Finance services platform should be established for integrative utilizing of incentive, capacity building, system change as the policy tools in line with the principle of market competition; besides, effective macro regulation for improving the efficiency of Sci-tech finance should also be highlighted for the formation of coordinated administration environment. |
