In recent years,with the rapid growth of China's economy,inter-regional economic development gap is widening year by year,and there is a tendency to expand,which becomes the focus of social concern.From the economy perspective,the reason is regional and local policies and regulations of the market barriers which limit the capital elements and labor's free movement among regions to some extent,leading to the economic development gap gradually widened among regions;and from the social perspective,economic development gap has led to an imbalance of social development,which perform imbalance of public services that residents access,leading to the elements and person gathering to high level of public service provision areas,which further expand the economic development gap among the various regions.Thus,the achievement of basic public services equalization become the key to reduce regional disparities and social stability.However,there are significant inequality phenomenon of basic public services supply among regions in China,which limit the improvement of the region's economic development level and the living quality of residents,which is not conducive to reduce regional economic development gap,and also don't to match with China's goal of " all people share the fruits of economic development".Taking into account of the allocation of public financial resources and input methods which directly affect the degree of basic public services equalization achievement,the paper uses China's provincial panel data from 2007 to 2013 to calculate and analyze local government finance basing on supply and demand factors of the basic public services,and to calculate local government fiscal gap which based on regression results,then the paper propose targeted solutions to improve China's basic public services equal level.
