Research Of Building Modern Fiscal System For The Corps

With the China economic reforming into the deep water areas, eighteen party 3 in plenary meeting further stressed the need to deepen reform of comprehensive, to promote the national governance system and management ability of modernization. And it gives financial "special orientation of basic and important pillar of national governance" with hitherto unknown historical height. It puts forward the targets and requirements of the modern financial system which are the budget management system, tax system and financial system perspective of the power matching the financial resources. Comply with the requirements of reform, fiscal and financial system of Corps pushes forward the reform of financial system steadily and improves in budget management which is the core of the financial management system gradually. The Corps preliminary has created the fiscal and financial management, improved the ability to pay to public finance. It is giving full play to finance in promoting the "three" construction, the transformation of economic development mode and adjusting the industrial structure. It has made historic contributions to the Corps.However, under the current management system, there is a natural institutional weaknesses in financial of Corps which is missing the right of regulation. And operation mechanism is not clear. These severely restricted corps financial functions, and thereby affecting the Corps to complete its historical mission in the new era. Therefore, in the macro background of the country to establish a modern financial system, to further deepen fiscal and financial reforms, rationalize financial management system, make clear the central and the Corps and the Corps internal powers and expenditure responsibilities, establish a scientific, standardized and transparent budget management system, and thereby establish a modern financial system has become one of the core content of the Corps comprehensive deepening reform.In this paper, I sort out the financial literature. On the basis of the literature review, I differentiate finance, public finance and modern financial, and analyze some related Theories. Then I introduce the financial system of China and analyze the existing financial system of the Corps. And the financial reform of the Corps has play a positive role in improving people’s livelihood, economic development and maintaining social harmony. At the same time, there are some problems in the finance system of Corps such as absence of financial regulation, lack of growth mechanism of transfer payments, missing of the way to co-ordinate financial resources between the division and the city, lack of the legal status to perform the Fiscal function, and non-standard of budget management system running. So I propose the ultimate goal of short-term objectives of building the modern fiscal regime. But to building the modern fiscal regime, we must follow the following principles: first, it has to serve the comprehensively deepen reforms of Corps and to achieve leapfrog development and long-term stability. Secondly, internal reform of Corps must be in the frame of central fiscal reforms. Thirdly, the most important things are steady progress and major breakthroughs. At last, it has to give full play to the enthusiasm of corps, division and regiment. Lastly, I give five suggestion to building the modern fiscal regime of Corps like establishing and improving financial management mechanism, establishing and improving internal fiscal system of Corps, deepening management system, improving the quality of financial management and increasing reserve of financial knowledge and talents, and improving financial supervision system.
