Large-scale Construction Projects EPC Contract Dispute Warning Management System Research

EPC general contracting is the most representative in all of the general contracting mode, and is one of the most frequently used turnkey contract, especially used frequently in the international project contracting. Since 2003, after the 30 documents issued by the original Ministry of Construction, EPC general contracting gains adoptions increasingly by domestic employer.EPC general contracting refers to the engineering general contracting enterprises in accordance with the contract, assume project design, procurement, construction and commissioning services,and be entirely responsible for the contracted project quality, safety, time, cost.But in practical application, managers have to deal with a lot of potential problems, and the problem of the EPC contract dispute is particularly prominent.Firstly,This article analyzes the characteristics and classification of the EPC contract, the causes of the dispute,characteristics and classification of the dispute,basic information of the EPC contract and the current situation of disputes warning,the results show that the EPC contract is relatively easy to produce dispute.Secondly,This article studies the cost structure of EPC contract dispute settlement and the consequences of disputes,it shows that the EPC contract will bring serious consequences for both parties if there is a dispute.Thirdly,according to the causes of disputes and the characteristics of EPC contract itself,we use theoretical reasoning, rough set theory and entropy weight method and Euclidean distance retrieval method to construct a qualitative and quantitative phase integration of case-based reasoning and rule-based reasoning fusion(CCBR+RBR) model to prevent, warn and track the possible disputes.Fourthly,on the basis of CBR+RBR model, by using the enumeration method to analyze the key factorof the dispute of EPC contract,and warning of EPC contract disputes through real-time control of key factors.Finally, through empirical analysis to verify the applicability of the Warning model of dispute of EPC contract.Based on the above method, we set up a dispute warning team which including the owner, general contracting and DAB dispute arbitration panel,and divide matrix personnel responsibilities.This team have the function of the "tripartite joint", and can achieve the management effect of "3 + 1 > 4".
