With the acceleration of industrialization and urbanization in China,the social structure has undergone profound changes,the degree of interest differentiation has expanded greatly,people's ideas and perceptions have changed largely,which have led to more complicated social disputes in the the process of rapid social transformation in China.Among those complex contradictions and disputes,labor disputes between labor and management are continue increasing in great amount and more and more rapidly with the characteristics of complexity and diversity.How to solve labor disputes effectively and maintain social stability and economic development has become an important task for governments at all levels to promote governance according to law.It is also a difficult problem throughout the process of socialist modernization.Under the background of comprehensively promotion the rule of law,innovation of the social governance and perfection of the diversified dispute resolution mechanism in our country,it is particularly important to explore the paths for labor dispute resolution and to resolve the conflicts at the grass-roots level to promote the legalization of social governance.The local governments have set up different mediation systems with their own characteristics,forming a diversified dispute settlement model,which covers a variety of fields,such as people's mediation,administrative mediation,judicial mediation and arbitration,and litigation.But at present,the theoretical reserve of the diversified solution model of contradictions and disputes is insufficient,the theoretical achievements are not many,and the in-depth research from the perspective of labor disputes is even less.In practice,the existing non-litigation dispute resolution mechanism is far less perfect than the litigation mechanism,which is unable to satisfy the needs of the dispute;The non-litigation dispute settlement procedure is not reasonable or too complex,the personnel quality is poor,and so on,which result in poor processing effect;The coordination between various dispute resolution methods is poor,and we lack of a perfect connecting system of litigation and non-litigation disputes.In this paper,through the case study of the concrete practice of multi-mediation model of labor dispute in the Economic and Technological Development zone of Suining City(Referred to as the Jingkai District),using social governance theory,cooperative governance theory and participatory management theory,deeply analyzing the key factors of the operation mechanism,the construction of organization system and the analysis of multiple subjects for promoting the diversification of labor disputes in Suining Jingkai District,we are trying to gain some insight about establishing the diversified mediation mode of labor disputes effectively,and to enrich the theory of diversified dispute resolution mechanism to provide significant theoretical and practical support for the establishment of multi-mediation model of contradictions and disputes in Suining industrial park and other urban development zones as well as innovate social governance.
