Shipbuilding industry is a pillar industry in national economy. It affects many downstream industries. Time and cost are two main target elements in project management of shipbuilding. These two goals are directly related to the success of the project. But they are interconstraint. If one of the goals increases, another will decrease. How to achieve the comprehensive optimization of the duration and cost is a critical problem in project management of shipbuilding. Aim at this problem, the thesis put it into study, from the multi-objective optimization perspective.Time-cost trade-off problem is essentially a multi-objective optimization problem. A lot of different solutions were put forward by researches in the mathematics, operations research and computer science fields. Some applied researches were also appeared. But the shipbuilding field is short of applied research. Therefore, the thesis based on the deep analysis of the theory of the multi-objective optimization and project time-cost management, builds a time-cost trade-off model of ship block construction project. The harmony search algorithm would be used to solve this model. In the other wards, the thesis provide a new solution for the time-cost trade-off of ship block construction project.The time-cost trade-off problem is not like the single objective problem which can obtain the only optimal solution, but include two appraised goals. The two goals are conflicting. The problem find the pareto solutions as compromise solutions. This thesis use critical path method to find the total duration of a project. In order to uniform dimension, cost function is established by time variable. In fact, due to the different types of craft and technology, there are various relations between time and cost in each process. For this reason, a variety of slopes would be used to signify various relations between time and cost according to the status of each process.Ship block construction project is a large scale and complex project. Considering the traditional method is difficult to solve the time-cost trade-off problem of this project. The harmony search algorithm is chosen from many intelligent optimization algorithms to solve it. harmony search algorithm is easy to understand and the structure of it is simple. harmony search algorithm considers all the solutions existed when it generate a new solution, so it contains high optimization efficiency. After the above theoretical research, in order to indicate the effectiveness of the model and algorithm, this thesis use the data of a ship block construction project to do the empirical research. The result of the harmony search algorithm is better than the genetic algorithm.
