After the implementation of toll by weight on freeway, the efficiency of regional road network may be higher, if The allocation of truck volume on regional road network can be more rational and furthermore the freight market can develop healthily,. However, transport cargo classes vary; cargo product attributes affect their price level, and then, reflected in the vehicle’s path selection.In this paper, references and analysis of survey data are as the base. Firstly, clustering the goods,secondly constructing a utility function based on the cargo properties, finally a traffic separation Logit model is established. Through analyzing the aims of freeway managers and truck operators, combined Bi-level Programs model to get every cargo classes’ optimal toll rates. Sensitivity analysis method will be used to obtain the relationship between the various cargo truck traffic and the toll rates, further, the price adjustment mechanism is proposed.The main contents are as follows:1、Through the survey of route choice behavior in the existing weight fees mode, analyzing the factors affecting its path selection. SPSS software is used in cluster analysis to get three cargo categories. A decision-making of each cargo class‘s economic vehicles based on cost minimization will be constructed.2、Circumstances of each cargo truck class distribution in the road network can be obtained by separation Logit model which based on cargo property. And then we can get the transfer rate of each cargo class truck after toll by weight, simultaneously,this will be the foundation of subsequent sensitivity analysis and price adjustment mechanism.3、In this paper, cargo attributes and regional road network system are as the base in analyzing, considering the aim of freeway managers and truck operators to establish Bi-level program model which the upper pursuit maximum fees, the lower pursuit minimize generalized cost,finally every cargo classes’ optimal toll rates can be get.4、The road network equilibrium assignment model is proposed with considering of cargo attribute. Sensitivity analysis is used in achieving the optimal state of toll rates. Finally, the price adjustment mechanism based on the cargo properties is proposed.
