Study On Informatization Of Taxation Administration Of Taiyuan Local Taxation Bureau

For the purpose of guaranteeing the tax revenue of the state and that tax authorities perform the function of revenue collection and law enforcement, modern measures must be applied to the taxation, and the quality and efficiency of taxation administration must be enhanced by using information technology and scientific management concepts. It’s been thirty years since Chinese tax authority began the construction of information system, and starting from nothing to something, from simple to integrated, from small scale to nationwide, it has made outstanding achievements. Along with the informatization of national taxation system, Taiyuan local tax bureau has also been making great efforts and going through various difficulties and tests to win the approval of taxpayers and the whole society. However in everyday work, there are still quite some deficiencies, mainly show as mistaken understanding of taxation informatization, lack of people with high qualities, low quality, low utility and limited access of data, and lack of management of software system etc, and these problems could be worse if not solved in time. With the goal of enhancing taxation efficiency and optimizing taxation service, this article studies the construction of taxation information system of Taiyuan local taxation bureau, by applying the method of documentary study, comparison and empirical research and combining theory with practices. The thesis starts with defining related concepts of taxation informatizaiton, then it reviews the process of the informatization of national taxation and elaborates its meanings. After that is a description of how the information system of Taiyuan local taxation bureau is constructed and the achievements it made, as well as the existing problems. Then the thesis analyses the reasons of these problems, compares with more mature measures taken by other developed countries and learns from them. At last, aimed at the problems and deficiencies encountered in the process of informatization, this paper proposes solutions to them in five aspects, including changing thoughts and management ideas, building professional teams by training, adjusting motivation mechanism and refining division of labour, strengthen data collection, application and management, reinforce information security and secrecy, created multiple taxation service with the help of modern information technology.
