The Real estate tax (property tax) is a kind maintain link taxations, which takes the owners or users of real estate as the tax payers, and takes real estate or house as the object of taxation. As a new kind of taxations in tax reformation in China, it is characterized with broad base, long and stable source, local government management, local government’s revenue, and high motivation by local government. However, since it has not been introduced for some reasons so far, the government’s revenue from real estate tax only relies on the land-transferring fees, by which the local economic development was shackled greatly. My thesis focus on this hot topic, and find the evidences to approve the necessity of introducing real estate tax from the point view of taxation system and practical demand.As an important policy tool in the national regulating and controlling real estate market, also as one of the most important property taxes, the real estate tax is critical to the local taxation under devolution of finance and administration. Currently, the price of real estate in China is unreasonably high due to that the government fails to provide controlling measures timely, sufficiently and strongly. The high-end housing excesses supply while the low-end house is in supply shortage, which results into unbalance between need and supply in real estate market. Therefore, it is necessary to introduce real estate tax in order to increase local government’s revenue and restrain the short term reaction, balance the difference between poor and wealth class and to improve the social fairness.After review and summation of real estate tax systems of the USA, Canada, Japan and Hong Kong of China, under consideration of the current situation of China, the preliminary design of the real estate taxation of China is proposed from following five aspects:obligors, objectors, basis, rate, and favorable policy of taxation. Staring from the pilot program, the real estate taxation should be introduced nation widely in the future, which combine all related taxes and fees together taking account of both economic situation the regional difference.
