As a strategic industry of the national economy and social development, The microelectronics industry constitutes the basic elements of the civilization of modern science and technology and has brought tremendous impact on all industries. It’s known as the "the seed of industry". For half a century, following the speed of "Moore’s law", the microelectronics industry in the world constantly update technology, the entire industry is in a rapid development. The microelectronics industry in China started relatively late. Although because of the attention and support of the government and society, it has developed rapidly, but compared with the growing domestic market demand and industry level of the developed countries, there is still a large gap. Low level of innovation and technology become the biggest bottleneck in China in the process of the development of microelectronic industry. Therefore, in order to break through this bottleneck, the paper studied on the technological innovation efficiency of China’s microelectronics industry. The measure comparison and analysis of technology innovation efficiency of micro enterprise in our country can accurately understand the technology innovation efficiency gap between Chinese and overseas enterprises microelectronic enterprise, and has practical guiding significance for improving the technical innovation capability of China’s microelectronics industry.Through research and conclusion about the theory of technology innovation efficiency, based on the microelectronics industry economic analysis, the paper use stochastic frontier analysis(SFA) to analyze and compare the technology innovation efficiency value of 11 well-known listed companies of the microelectronics industry in China, and use panel data analysis to study the related factors of effecting efficiency of technology innovation. The main conclusion is as follows:1. The development of the microelectronics industry has experienced several times of revolution, has gradually formed the competitive monopoly structure of the market, and has had the characteristics of continuous innovation, strong permeability and breakthrough innovation change of industry competition foundation etc.in the process of development.2. While the technology innovation efficiency of the whole microelectronics industry is increasing, China’s microelectronics business innovation efficiency value is far lower than abroad, only a very small number of enterprises’ technological innovation is in an effective state, and the difference of the technical innovation efficiency among enterprises is relatively large. The non-efficiency of China’s technology innovation of the microelectronics industry is mainly due to the internal controllable factors of enterprise and the great degree of dependence on R&D funds.3. By using the panel data model to analyze the technological innovation efficiency of China’s microelectronics industry influencing variables, the result shows that the R&D intensity and personnel structure, capital intensity have a positively influence on technology innovation efficiency of China’s microelectronics industry, and sales expenses rate has negative correlation effects on technological innovation activities in microelectronic industry. But in addition to the technical non efficiency factors that the enterprise itself can control, there are a part of external factors that the enterprise cannot control, such as government policy support, higher industry openness and good financial environment will promote the improvement of the technological innovation efficiency of China’s microelectronics industry.According to the conclusions of empirical analysis and the characteristics of the development of the microelectronics industry, the paper puts forward the countermeasure proposal to improve the current technology innovation inefficiencies in domestic microelectronic industry and to provide reference for the technical innovation capability of China’s microelectronics industry improvement.
