| Innovation is very important for the development of a region or country. In knowledge economy environment, In the developed countries, the contribution rate of scientific and technological progress to economic growth has exceeded the total of the other factor contribution rate of production. Compared with other creative country, our country is still at a disadvantage in terms of scientific and technological innovation, and technological innovation efficiency is low. as a populous province in China, the technological innovation efficiency of Henan is still less than the middle level of our country. Thus, it is necessary that the paper researches on the technological innovation efficiency of Henan.Taking the science and technology innovation system of Henan province as the research object, Firstly, the model of science and technology innovation system of henan province is builded. Then, Based on this model, the index systems are constructed under the two methods researching on the efficiency of science and technology innovation system in henan province. Then, the efficiency of science and technology innovation system is rechearched empirically through the collected data, and the existing problems are found according to the results of the study. At last, in view of existing problems, and drawing lessons from the experience of other countries or regions succeed, The paths of ascension that how to improve the efficiency of science and technology innovation system of henan is put forward.This paper uses the stochastic frontier analysis combined with principal component regression analysis method. the stochastic frontier analysis method is used to measure the efficiency value of the scientific and technological innovation system of henan province and the ranking position of Henan in nation can be seen according to the result. then, taking the efficiency value as the dependent variable, and factors that influence the efficiency of science and technology innovation system of Henan as the independent variables, the paper atempts to find out reasons that result in the lower efficiency values in Henan province by principal component regression analysis.according to researches under the two methods, the paper mainly found that the efficiency of science and technology innovation system in Henan is lower than the national average, belongs to the effectiveness. And follows are needed to do for Henan province, such as talents environment of science and technology innovation, innovation resources and regulation, the degree that government attaches importance to and the industry-university-research cooperation, perfect supporting services platform construction, formulate corresponding regulations of laws and regulations. |
