Road and Bridge industry is a basic and pillar industries in China, and its construction and development has profound impact on major industries of China. The government and enterprises has invested a lot of capital and labor resources on Road and Bridge industry: With the continuous development of market economy and the continuous improvement of the policy of toll road management system, Road and Bridge industry also highlighted in the position in the economic life. According to the data from the ministry of transportation, provincial road and bridge industry has suffer from a continuous loss while data from road and bridge listed road and bridge enterprises indicated that nearly 70% of the road and bridge enterprises have achieved growth over the same period.Based on social conflict between the continuous loss of provincial road and bridge and continuous profit of road and bridge enterprises, road and bridge industry has caused great social attention, but whether in theory or in practice, road and bridge industry did not cause the attention of the same degree in the academic field.Current study in the area of road and bridge industry limited to set part of listed road and bridge enterprises as samples, they used the traditional single stage DEA model to evaluate the production efficiency, the evaluation results are easily affected by environment variables and not accurate enough because the sample data is incomplete. Therefore, we make some efforts to improve the measure method on the production efficiency of bridge industry and we try to cover the whole research samples.We respectively use super-efficient three-stage method to 29 provincial road and bridge industry production efficiency of China on 2014 and 16 companies listed on the production efficiency of road and bridge during the year of 2007 to 2014, while we use SFA model to research and analysis the effect of environmental variables. Results of this study show that: 1. Both the provincial road and bridge industry and listed road and bridge production efficiency were generally low, and the gap between provinces and enterprises obviously; 2. Environment and random error factors have a significant impact on productivity; 3.The main factor affecting provincial road and bridge industry efficiency is productivity scale inefficiency while the main factor affecting the productivity efficiency of the listed road and bridge companies is inefficiency of management and technical.The contribution of this paper lies in that Super Efficiency DEA three-stage model which combined with the super efficiency DEA and the three stage DEA model is innovatively used to analyze the productive efficiency, at the same time, eliminating environmental factors and random variables impact on production efficiency value; Research and analysis from both industries and enterprises angles in order to measure production efficiency of the road and bridge industry comprehensively, covering the whole research sample; Introduce some indicators previously has not used, and proved its validity; In addition to some valuable conclusions and recommendations, such as Improve advocate business income and strengthen diversified operation; Strengthening the cost control; Optimize the corporate governance structure, etc.
