Identificaton Of Suitable PPP Modal And Selection Of PPP Modal Path

In recent years, the application of PPP mode in our country infrastructure projects is gradually increasing, but the specific definition and classification of PPP model is still not clear enough. There may also exist difference between PPP project participants regard the understanding of the PPP model. What’s more, the characteristics of various modes regard to property right are different but understanding of them is not enough,so it is easy to apply a small number of specific PPP model to many quite different public and private cooperation projects, resulting in unsatisfactory consequence between project and the use of the pattern. Through literature research and interview, the article defines the PPP model, and believe that the state holding enterprises should not participate in the construction of PPP project as the social capital before the real reform complete, and classify PPP pattern into 11 categories. On the basis of investigation data analysis and understanding differences of the government and social private enterprises in the PPP mode, we found that the government departments and the social sector in the PPP project have significant differences in many aspects, and this will affect the actual behavior of the two sides in the project process. On the basis of the reclassification of various PPP model, we form a three-dimensional analysis framework on ownership, management rights and financial adequacy, and then to identify the PPP model selection path, and combined with different project characteristics to explore the path.
