The Effect Evaluation And Influence Factors Research Of Lemon Industry Policy In Anyue County

Document NO.1 of the Central Government takes the agriculture as the subject since 2004. The annual output value of agriculture in Anyue County ranked first in all the counties of Sichuan Province. Through years of policy adjustment, and gradually formed a development of citric industry as the leading characteristic agriculture modernization. However, how the policy performance? whether achieved a high efficient utilization of resources, or really solved the constraint of resources and environment problems in land and water shortage, If the products really meet the people’s demands for high quality agricultural products, whether walked out of a new agricultural road with Chinese characteristics,which made up of a advanced production technology,a moderated business scale,a highly competitivly market,a sustainable development of the ecological environment? These questions need a system and deeply evaluation on the policy implementation performance.This paper is basic on theories of Market Failure Theory, Comparative Advantage Theory, Welfare Economics Theory and the Theory of Sustainable Development. Through visiting the lemon Industry Bureau of Anyue County, Rural Operation Bureau of Anyue County, as well as in-depth visiting the ShuiGuan Village of YueYang Town, Where the largest joint agency located in, and the Longxi village of LongTai Town, Where the birthplace and planting retails most concentrated in, Then constructing the evaluation index system of a model based on the target of policy effect. With sorting the original data, The paper gives a qualitative and quantitative assessment of Lemon industry policy of AnYue County since 2008 to 2012.The comparative analysis shows that, Generally speaking, the policy effect of lemon industry in AnYue County is not bad, which have an apparent effect on economic growth and development of county economy. However, the effect in increasing farmers’ income level is not sufficient; From the DEA efficiency evaluation we can see, under the guidance of Anyue lemon industrial policy, lemon production is DEA efficient in distribution of production factors, namely the lemon industry policy is effective in the allocation of resources. In general, through the implementation of lemon layout policy, organization policy, production management policy, scientific processing policy, trade management policy, industry development policy and industry support policy, Anyue has explored a characteristic agriculture road, which promoting the lemon industry total economic growth, improving the income level of farmer; On the other hand, promoting the development of county economy, achieving the optimization of resource allocation. However, the implementation effect is not sufficient in raising the income level of farmers, this should be seen as a direction for future policy improving.The policy implementation effect of AnYue lemon industrial policy is ideal in general, So the next step should be focus on steadily improving and strengthening the policy efforts to increase farmers’ incomes. Through the analysis of the effects of the implementation of the policy, it can be known, From the policy perspective process, Factors influencing policy effect include policy accuracy, policy coordination; From the policy implementation process, Influence factors include the farmer cognition level and the development level of economic society.
