A Study On The Policy Path Of Promoting The Development Of Characteristic Agriculture In Xuchang Under The Background Of Rural Revitalization

In China,the three rural issues represented by agriculture,rural areas and farmers have always been the focus of attention of the party and the state,and it is also an important area for the promulgation of policies by party committees and governments in various places.The Nineteenth National Congress of the Communist Party of China held in 2017 clearly proposed to vigorously implement the national strategy of rural revitalization,which is another major decision and deployment made by the party on the work of "three rural areas" in the new period according to the national conditions and national strength,which has laid the foundation for agricultural development in the coming period,pointed out the direction,and added impetus.In 2018,the No.1 document of the Central Committee made specific arrangements for the implementation of the rural revitalization strategy,and the document clearly stated that it will promote "the revitalization of the industry in villages and towns,implement standardized production,cultivate agricultural product brands,and create a new pattern of one village development.In April 2018,General Secretary Xi Jinping pointed out during his inspection in Hainan that rural revitalization depends on industry,and industrial development must have characteristics.It can be seen that at the central level,characteristic agriculture will be an important part of the rural revitalization characteristic industry,and will receive more extensive attention and support.Henan is a traditional agricultural province,is an important agricultural products production and processing base,Xuchang City is located in the core area of the Central Plains,the natural conditions are unique,all kinds of agricultural products are rich,the agricultural industrialization development foundation is strong,strong wheat,tobacco,flowers,Chinese herbal medicine and other characteristic agricultural products in the province and even the country has a high visibility and influence.For a long time,in accordance with the decision-making and deployment of the Party Central Committee and the State Council,the Party Committee and Government of Xuchang City have actively adapted to the new normal of economic development,firmly established the development concept of innovation,coordination,green,openness and sharing,taken the initiative to scientifically formulate agricultural development policies,timely adjust policy priorities,accelerate the transformation of agricultural development mode,and vigorously implement the construction of agricultural science and technology parks with the construction of an important modern ration production base and modern agricultural pioneer zone in the province as the goal of agricultural development,and built the first batch of national agricultural science and technology parks,flowers,vegetables,Chinese medicinal materials,bee products and other industries have risen rapidly,the economy with agricultural characteristics has gradually taken shape,the pace of leaping from traditional agriculture to modern agriculture has been significantly accelerated,and the industrialization of characteristic agriculture has a strong foundation and a rapid momentum,becoming a new force for the prosperity of rural revitalization industries.The rapid development of Xuchang characteristic agriculture has attracted wide attention inside and outside the province,and has also provided rich materials and practical experience for the research on the industrialization development of characteristic agriculture,so it is of practical significance to discuss the development of Xuchang characteristic agricultural policies.Taking the characteristic agricultural policy of Xuchang City,Henan Province as the research object,this paper summarizes the advantages,analyzes the problems,deeply investigates,analyzes and sorts out the main measures,experiences and practices of the Xuchang Municipal Government in promoting the development of characteristic agriculture,and the fundamental problems restricting the future development,and conducts an overall evaluation from the aspects of planning and layout,implementation priorities,regulatory evaluation,and effective feedback of the characteristic agricultural policy,and compares and studies with the policies of advanced areas of agricultural development with characteristics at home and abroad,learns from each other’s strong points,and puts forward policy suggestions for the development of characteristic agriculture in Xuchang.In order to provide theoretical basis and decision-making reference for the government to develop characteristic agriculture,provide useful reference for other regions,and promote the better development of characteristic agriculture.At the theoretical level,based on the trajectory of government policy adjustment in the development of Agriculture with Characteristics of Xuchang,the use of public policy theory to carry out research on the role of government functions and policy formulation,in-depth analysis of policy issues in the development of characteristic agriculture,and put forward opinions and suggestions for improving policy measures,so as to provide useful experience for accelerating the transformation of government functions,continuously innovating and improving industrial development policies,and promoting the rapid development of characteristic agriculture.
