For a long time, the role of the infrastructure in regional economic development was widely attentioned.In APEC meeting in 2014, Xi Jinping said, promoting regional economic integration,we should "speed up the infrastructure perfection, make a comprehensive connectivity pattern". Through vigorously investment and construction expanded, China’s infrastructure has risen from the "bottleneck",before the reform and opening up and economic growth in the early years of, developed into a "booster" of our country’s economic growth and social progress. In addition,the TFP plays an important role in economic growth, through technology progress and technical efficiency, and becomes the key and hot spot to the neoclassical growth theory. Therefore, to study the effect of infrastructure to the total factor productivity, has important theoretical and practical significance to promote the economic development.Zhejiang province, as one of the forefront province in the reform and opening up, the rapid economic development.Its GDP growth increased by 303 times, from ¥123.72 in 1978 to ¥37568.49 in2013. Thereinto, the county economy has become the important pillar of Zhejiang economy, economy accounts for two-thirds of the whole province in 2012, becoming a major force to promote the development of Zhejiang economy. Transportation and telecommunication infrastructure occupies a larger proportion in the infrastructure of Zhejiang,being a very important part of the infrastructure in Zhejiang province. Therefore, this article selecting the county data of 67 counties in Zhejiang province,from 67 to 1999, a total of 15 years, combining with the relevant theoretical research at home and abroad, analyzes the effects of transportation and telecommunications infrastructure on total factor productivity in Zhejiang province.First, this paper reviews the domestic and international research on transportation and telecommunication infrastructure, and then analyzes its impact mechanism on total factor productivity. Later on this article uses the spatial empirical analysis on the explained variables and explanatory variables, including the total factor productivity calculation and decomposition analysis, variable selection and specification, as well as the choice of spatial econometric model and so on. Then 67 counties in Zhejiang province can be divided as the overall and five areas, proceeding its spatial econometric analysis respectively with the selected spatial econometric model. Finally, according to the research conclusion of this paper, this article puts forward the corresponding countermeasures and suggestions.The concrete content includes the following several parts. First, the influence mechanism theory. This paper analyzes the impact mechanism theory of transportation and telecommunication infrastructure on total factor productivity, from resources allocation effect, knowledge rights overflow effect and human capital effect analysis respectively. Second, the total factor productivity calculation. This paper uses solow residual method to calculate the value of the total factor productivity and its growth rate of Zhejiang province from 2000 to 2013, and adopts DEA-Malmquist index method to calculate and decompose analyze the total factor productivity growth of calendar year and around every areas in Zhejiang province. Then, the correlation between total factor productivity and transportation and telecommunications infrastructure in Zhejiang province is analyzed and proved. Third, the empirical research. Through the space panel measuring method,this paper uses the spatial error model(SEM), the spatial autoregressive model(SAR) and space doberman model(SDM) to research the influence of transportation and telecommunications infrastructure on the total factor productivity in Zhejiang. According to the result of measurement estimated, this research final selects panel SDM model as an empirical model of this paper, proceeding the empirical analysis from the view of overall scope and area of Zhejiang respectively. Fourth, the conclusion countermeasures and suggestions. Based on the empirical research results, this paper obtains research conclusion, and puts forward the corresponding countermeasures and suggestions to how to deal with the problems that exist in the process of infrastructure construction in Zhejiang province, and how to promote Zhejiang province transportation and telecommunications infrastructure to the total factor productivity playing positive role better.In this paper, the main conclusions are as follows:(1) From 1999 to 2013, 15 years, There is a significant correlation between total factor productivity and transportation and telecommunications infrastructure in Zhejiang province.(2) In this paper, research results using SDM model to empirical show that the transportation infrastructure has significantly negative effect on total factor productivity in Zhejiang, but the effect is not big. The telecommunications infrastructure has a significant positive effect on total factor productivity in Zhejiang.(3) Traffic infrastructure, WenTai coastal area transportation infrastructure has significant positive effects on total factor productivity. The estimated coefficient, except the hangzhou bay area is not significant, the other three areas are significantly negative.(4) Telecommunications infrastructure.The telecommunications infrastructure in WenTai coastal area and Southwest Mountain Area of Zhejiang have promoted the total factor productivity, and the middle region of Zhejiang effect significantly negative, but in other parts the effect is not significant.Based on the above research conclusion, this paper thinks that population density should be fully considered the influence of factors on the infrastructure using in the process of investment in infrastructure construction and utilization In Zhejiang province, and pay attention to improve the effective density of transport infrastructure. At the same time of strengthening infrastructure construction, we also should pay attention to its efficiency and effectiveness, with the same emphasis on "quality" and "quantity". In addition, due to the differences of resources endowment, natural environment, development mode, etc, each region should adjust measures to local conditions to promote the construction of infrastructure, and pay attention to the balance and coordination between regional development.
