Research On The Reform Of Domestic Small-and-medium-sized Enterprise Credit Rating Index System

China is a big country of small and medium-sized enterprises (called "SMEs"). Compared to the big companies, the SMEs capability of financing is worse and their methods to get money is single which presents that they always loan money to the banks. But under the circumstance of economy, the SMEs play an significant role in our country’s development as well as the country’s development is based on the transition of the the SMEs. Therefore, we should establish and improve the credit system to ease their hard financing. However, at present in the credit rating industry in China’s enterprises, the lack of technology and a new method suitable for domestic small and medium-sized enterprises credit rating is obvious, which seriously restricted the healthy development of small and medium-sized enterprises in China. Moreover, the current appliable system is focus on the financing circumstance and asset scale but the macroscopic non-financial index are not contained, lacking the consideration to the manager and management style. The main reason is that the credit rating index system of our country’s current main business is suitable for large enterprises, it will lack objectivity and science when it is directly used for the SMEs. This paper firstly presents and describe the development of current credit system market, then analyze the deficiency of the current system, and use real cases to prove the appicable consequence of the new system and finally summerize the obvious itmes when it is used. This paper further explored and improved the debt paying ability and willingness to pay of the new credit rating index system, as far as possible to make up the deficiency of the original index system in the two aspects, so that the new system could be used more applicably.
