Throughout the history of development, all countries’main development goal is economic growth. While the main factor to promote the economic growth includes land and natural resource in the agricultural age, labor and corporeal capital in the industrial age. But in today’s era, human capital is favored by lot of countries. Economists will human capital as the main factor of economic development, even more than corporeal capital. Also, the domestic economists began to use the human capital in economic development model. Then they put a combination to corporeal capital and human capital to promote the economic. But putting too much corporeal capital and less human capital to is the main problem being confronted nowadays. This phenomenon is serious in each region. So this paper mainly studies the differences between human capital and economic growth and points out the role of human capital.This paper mainly includes six aspects. The first chapter is the introduction of the concept of human capital and human capital theory. The second chapter will introduce the three models of human capital and economic growth. The third chapter mainly introduces the main method to measure human capital and put forward a new method of measuring. Then it will calculate the 1978-2012 years of human capital value of 12 provinces from each region. Then the fourth chapter wills analysis the differences from each region with different aspects. The fifth chapter will mainly analysis the relationship between human capital and economic growth through 12 provinces with panel data. From these, it concluded that the current China’s economic growth relies on education and labor, also the contribution of physical capital dropped year by year.This paper is mainly from the measurement of human capital and it analysis the difference between each region through the parts of human capital.Then it concluded that the human capital investment will influence China’s economic development. Also the contribution of each region to the economic development level is different, so we should put forward the different policy suggestion to each region.
