In some areas of China, power supply pressure emerges periodically because of the strong demand for electricity. Peak and valley price policy may be effective to help mitigate the electricity pressure, but users’decentralized and autonomous response is uncertainty. So, in the future orderly power utilization will remains a main measurement of moving the peak and filling the valley. Currently, the main problems of the orderly power utilization are:Lack a complete framework of decision-making for orderly power utilization; Users’participation is passive; Tracking of customers’feature is not timely and so on. Aiming at these problems, a fine decision-making method for orderly power utilizaiton that based on the classification of large users’daily load curves is proposed in this paper.First of all, preprocess the data after collecting users’identity information and load operation data. Then classify each user’s historical daily load curve by the C-K clustering method, and their typical day, non-typical day, and abnormal day load curve can be obtained. Statistic different load curve shapes and translate them to quantitative indicators and analysis each shape’desired response for moving the peak and filling the valley. According to the influence factors of each user’ load curve shapes, establish a user’load shape decision alternative set. It will provide fine load data for the orderly power utilization or other demand side management work.On this basis, analyze the direct influence factors of orderly power utilization by the four aspects:power system reliability; time-of-use electricity price; user’ compensation and load management measurements. And the indirect influence factors by the two aspects:load reserve ratio of weekend and user side constraints. Through the above analysis, on the basis of satisfying the system reliability, establish a mathematical model of fine orderly power utilization decision-making method to optimize the comprehensive benefits of Electricity Company and the user. The constraints of the model are established in the form of penalty function, mainly including:the system reserve capacity constraints, substation capacity constraint, and the user side constraint. Above constraints make the model more effective and more practical.Finally, the model was simulated by genetic algorithm toolbox and self-made tool kit in R2014b MATLAB environment. Through the simulation analysis, the model achieve the simulation of orderly power utilization’ different scenes like only considering reliability; considering reliability and economic benefits; considering weekend load rate constraints and substation constraint; considering user side constraints, etc. Compared with the traditional orderly power utilization and simple blackouts, analyze the advantages and disadvantages of decision-making model proposed in this paper. Finally, according to the actual of distributed energy in the region, discusses the economic benefit of its application in demand side management.
