The concept of technology spillover may date back to the 60’s, then it arouses the scholar interest and the research in the 90’s. The study of technology spillover, is advancing constantly, from the initial folk forward overflow to the host country exterior spillover, now it comes to the stage of reveres technology spillover. Its concept and range is constantly deepened and expanded. First, foreign scholars take the lead in the debate and through theoretical research and empirical analysis, confirmed the existence of technology spillover. They used the investment dates and cases, which Japan invested in United States in 60’ or 70 to exam the existence. Japan is more inclined to invest in R & D resource intensive regions and industries, the increase of R&D investment in development organization in United States has promoted the technological innovation level of transnational enterprises in Japan.With the national implementation of the "going out" strategy, the scale of China’s FDI continues to increase, the investment countries and regions, industries continue to expand. Reverse technology spillover of OFDI is one of an important symbol of China’s foreign direct investment achievements inspection. With the reference of foreign of the theoretical ideas and empirical method, domestic scholars used different ways to exam the OFDI technological spillers, such as input and output, panel regression, generalized matrix. Also they discussed the mechanism and influence factors. At present, the macro system of reverse technology spillers has completed, but there are seldom people doing the research of one specific industry. Manufacturing industry is China’s pillar industry. It is also focused on the area of FDI. And by the impact of industrial 4.0, it’s currently in a transition stage. Therefore, this paper has chosen manufacturing industry as the breakthrough point, testing that whether OFDI reverse technology spillover effect manufacturing technology innovation, technical progress.The main content of this paper is divided into five chapters. In the first chapter,, this paper review and summaries the domestic and foreign literature from horizontal and vertical. Then with the reference of previous studies, this paper explains "the mechanism model of technology spillover of OFDI technological innovation" from three aspects:companies, industries and countries. The second part shows the technological innovation ability of China’s manufacturing and the status of OFDI with dates. The third part, using the Chinese manufacturing industry from 2005 to 2012 provincial panel data, C-H and L-P model, build model of Technology Spillover and test the effect of domestic R&D capital stock, foreign R & D capital stock, absorptive capability to manufacturing’s total factor productivity. The fourth chapter explains the results and area study, found that the promotion effect of eastern region is significantly higher than that of rest region.
